What do you use to create the drop boxes when you hover over Notices and messages?

Those are Bootstrap tooltips.

Alright. I have to design an HTML template for a semester long group project, and was deciding how to go about displaying "Tool Tips," for the navigation bar's icons.

Use Bootstrap. It'll make the project a lot easier and the result will look much better.

Might look into it.

This project supposedly has a chance to be integrated into the university website. Thus far I've been, for the most part, structuring it to look exactly like their templates. That said, their templates 99.9% of the time look terrible (Ironically is why this project is up for integration in the first place, because no one visits!). Data strewn every which way, huge and shockingly unhelpful navigation bars, more links to click on than you can shake a stick at. Etc.
